When I clicked on it, I received a continuous notice of an error over and over which could not be stopped by clicking the x in the upper right hand corner of the window. I had to use Windows Task Manager to stop it.

The process dlg.exe is not required to run at the Windows start up. One of its main functions is to detect whether your computer is plugged into a digital telephone line. The dlg.exe process also launches an application window that displays the information graphically. The dlg.exe file comes along with Dell products and is included with all Connexant V.92 and other Broadcom modems. More information

It is software bundled with the broadcom modem hardware. It detects if you are connected to a digital telephone line and doesnt neccessarily be a risk.
