File NMSAccessU.exe is not a Windows system process. It is a process which belongs to DburnerXP background service for allowing non-admins to access CD/DVD devices and burn discs. The service will provide CD/DVD access for any user under NT/XP/2000 regardless of Security Policies. The NMSAccessU.exe process has no file description and no visible window, but it is required by third-party software or hardware and should not disabled. It must only be used on NT4/2000/XP systems (Not Windows 98/ME/95). Users must have Administrative Rights to install or remove the service. After installation, every time the machine boots, NMSAccess.exe will start automatically as needed.
Other instance of NMSAccessU.exe:
Some malware camouflage themselves as NMSAccessU.exe, particularly if they are located in c:\windows or c:\windows\system32 folder. Thus, if NMSAccessU.exe has negative influence on your PC performance, you need to check the NMSAccessU.exe process whether it is disguised by a virus.
Recommendation:
NMSAccessU.exe is not a Windows core file, but it should not be terminated as it provides CD/DVD access for any user under Windows 2000/XP. If a "non-Microsoft" .exe file is located in the C:\Windows or C:\Windows\System32 folder, then there is a high risk for a virus, spyware, trojan or worm infection.

Disabling will cause some freeware burners to not work.
