| According to the URL below, ToshibaRC.exe is a legitimate program installed by Toshiba to notify its laptops of available software updates. However, it can give an annoying startup message "Failed to get session notifications" under some circumstances. The alert window does not identify the application and stays up until dismissed (an "OK" button is provided, but that's all). It's probably safe to disable if the annoyance is too great, but (assuming the error is transitory), the downside is not being notified of available Toshiba fixes for your machine.
