This is the Valve Software STEAM broadband game client. It was loaded when I installed HalfLife2. Not a problem as of yet. It does receive information from the STEAM server providing messages regarding new games and services.

It is for Valve (TM) software, trusted company, runs many games. SteamRIP (same icon, different program) is a hack of steam, run at risk!

If you only use your computer for playing CS, you may leave this one on. But if you play a few times a year it's just a waste of valuable startuptime...

if you downloaded steam yourself and play games on it often i would reccomend letting turn on at start. uses about 50-100megs of ram so if your pc is low on ram it may be a good idea to leave this off unless you need it

It's Steam. It's probably not a great idea to start this up on boot, as it takes a while to load and takes up a bit of CPU and RAM on lighter-weight machines, but it's definitely not going to hurt much either.
