This is the SUN Java updater. I disabled it becouse I want to choose myself when and how to update my java... It's completely safe, but completely unneeded. Do whatever you want.

not required but can be memory wasting.

It's legitimate, and it's important to keep Java updated, but the updater can cause trojans to be downloaded. The best thing is to completely uninstall and cleanly reinstall the new version. More information

Java runtime updates provide improvements on a regular basis, making Java applications run faster and more securely. Not essential at startup, so a delay is approriate.
